The as-built is the drawing that says what is actually there, rather than what was planned to be there.
Installations get changed during the work for good reasons. If those changes only exist in the heads of the people who made them, the next person is troubleshooting a building that does not match its own drawings.
A box gets moved during the work because a stud is in the way. Entirely normal, entirely correct. The drawing still shows it in the old place. Two years later somebody opens the wall where the drawing says the box is, and it is not there -- and nothing on site tells them where it went.
Check yourself: A box was relocated with approval. Does the record need changing?
Answer: Yes. A relocated box should appear in the final record where required.
The as-built exists to describe what is there. A change that is not recorded leaves the record describing something that was never built.
